Test-CsPstnPeerToPeerCall synthetic cmdlet failure

I have observed below issue when you are testing peer to peer PSTN call flow via synthetic transaction. I got 403 forbidden when running the cmlet against a EV enabled user as seen below. I was able to make PSTN calls and dianplan/normalization rule looks fine.

When I look at the UCCAPI logs , I could see that phone identify is not authorized to make the outbound call which is causing the 403 failure.

I was not using E164 format for the line URI as seen below.

User services logs will show the same error stating that request was refused and not authorized.

I have to change to the line URI with (+) to fix the issue. It appears as this cmdlet is expecting +xxx to process the outbound calls.
